Current dates of the mandatory replacement of old-type cash registers with online cash registers in 2021

Due to the COVID-19 pandemic, the Ministry of Finance has decided to change the timeline for the introduction of online cash registers. Which groups of entrepreneurs are currently obliged to register their sales using online cash registers and which still have to get one? We present the current deadlines for replacing the older cash registers with online cash registers.

Not Just An Online Fiscal Cash Register – Which Fiscal Cash Registers Do Entrepreneurs Use?

Currently, entrepreneurs obliged to register goods or services sold use three types of fiscal cash registers. They are:

  • fiscal cash registers with a paper journal – they are older type devices and, as their name suggests, the receipt copy is recorded on a second roll of paper in the cash register,
  • fiscal cash registers with an electronic journal – a copy of each receipt is recorded on a data carrier, e.g. SD card,
  • online fiscal cash registers – they are state-of-the-art fiscal cash registers which are distinguished by the fact that they directly, continuously and automatically transfer data to the Central Repository of Cash Registers.

How does an online cash register work? How does it differ from a cash register with a paper or electronic journal? The main difference is the electronic transmission of information. Online fiscal cash registers require a permanent connection to the internet. This allows transaction data to be transmitted electronically to the above-mentioned Central Repository of Cash Registers.

It is worth mentioning that the Ministry of Finance wants all entrepreneurs to eventually use online cash registers. For that reason:

  • cash registers with a paper journal could be purchased until 31 August 2019,
  • cash registers with an electronic journal will be sold until 31 December 2022.

However, this does not mean that groups of entrepreneurs not listed by the Ministry of Finance must immediately purchase an online cash register. On the contrary, these entrepreneurs can use the equipment they own until as long as they are operational.

What has been the timetable for the introduction of online cash registers so far?

Initially, the Ministry of Finance assumed that the first group of entrepreneurs would start using online fiscal cash registers already in 2018. However, the finally established schedule envisaged a gradual introduction of fiscal cash registers of the new type, starting from 2020. Three dates were indicated:

  1. From 1 January 2020, online fiscal cash register was to be in every point of sale offering:
  • petrol, diesel or natural gas for internal combustion engines,
  • repair services of motor vehicles and mopeds.
  1. From 1 July 2020, it was to be compulsory for entrepreneurs to record sales using online fiscal cash registers in the case of:
  • those providing food services on a permanent or seasonal basis, i.e. fixed catering establishments and those providing short-term accommodation,
  • engaged in the sale of coal, briquette and similar solid fuels manufactured from coal, lignite, coke and semi-coke for heating purposes.
  1. From 1 January 2021, online fiscal cash register was to be the points of sale offering the following:
  • hairdressing, beauty and cosmetology services,
  • legal services,
  • construction services,
  • healthcare services, provided by physicians and dentists,
  • services related to the operation of fitness facilities – relating to admission only.

The coronavirus pandemic forced a change in the above terms. The first group of entrepreneurs is already using online cash registers from 1 January 2020. In turn, the introduction of the obligation to use online cash registers for representatives of other categories has been postponed to 2021.

Fiscal cash register in 2021 – who is required to start using online cash registers in 2021?

In 2021, online cash registers will have to be used by other groups of entrepreneurs. What is the current timetable for replacing cash registers?

  1. From 1 January 2021, online fiscal cash registers will be mandatory for the following entrepreneurs:
  • those providing food services on a permanent or seasonal basis, i.e. fixed catering establishments and those providing short-term accommodation,
  • engaged in the sale of coal, briquette and similar solid fuels manufactured from coal, lignite, coke and semi-coke for heating purposes.
  1. From 1 July 2021, online fiscal cash registers will be mandatory for the following entrepreneurs from the last group:
  • hairdressing, beauty and cosmetology services,
  • legal services,
  • construction services,
  • healthcare services, provided by physicians and dentists,
  • services related to the operation of fitness facilities – relating to admission only.

Thanks to the postponement of the effective date of the obligation to install online fiscal cash registers, entrepreneurs have been given more time to adapt to the new requirements and choose a device.
